That's what fixed it for me.
Although not all features of DisciplesGL will work for clear-ASis Steam version (cause of Valve update).
At other hand you can play Disciples II and Disciples II: The Rise of the Elves in windowed mode (so Desktop resolution) without 3rd party wrappers.
-This solved my issue where Disciples kept resizing my browser windows and like, taking over and bugging my other screen, but now, awesomely, I can conveniently play the game!^~^*//.<333 Also I endorse Disciples Wrapper and Rise of The Mod! =D

never ever use steam desktop links. Use Library directly. There is Config Launcher there. Set UseD3D to 1 and make sure it is saved by launching again. Set 1024x768x60hz (THIS ONE are maximum resolution of 3).
Then go to steam.exe and set Disable Fullscreen resolution for it. Restart Steam and again - always use only Library.
On a side note, I didn't have this problem on my old PC but, like my new one, it was Windows 10 and had worse graphic performance so I don't see how this can be the cause.
