Board of County Commissioners Appoint New Director of Planning and Zoning

Jill Baker, Director of Planning & Zoning
HAGERSTOWN, MD (November 1, 2019) – The Washington County Board of County Commissioners is pleased the announce the appointment of Jill Baker to Director of Planning and Zoning effective upon the retirement of Stephen Goodrich.
Baker is a veteran of the department starting as an Associate Planner in October 1999 and advancing through the organization to the level of Deputy Director that she has held since 2011. In her 20 years of experience, Jill brings a significant knowledge of planning, zoning administration, project management and strategic planning.
A native of Washington County and a graduate of Clear Spring High School, Baker earned a Leadership Edge Series American Management Association Certificate from Hagerstown Community College and a Bachelor of Science degree in Environmental Analysis and Planning from Frostburg State University. Baker currently resides in Williamsport.
“It has been a privilege to serve our community for the past 20 years. I’m honored and excited to continue my service by working in partnership with citizens and elected officials to create land use policies that will make Washington County a great place to live, work, and play now and long into the future,” said Baker.
