I had not considered Euphorbiaceae
I should have explained that this was more of a low growing shrub than a tree.
I have not come across Neoboutonia macrocalyx before, so have tried to research in on www.On this site are several images.

The 8th pic shows the flowers as upward growing panicles...where as my pics show downward pendulous flowers.
Your other suggestion of Aleurites moluccanus , I can rule out . It is a tree I know well. Again the flowers are in panicles and it has very large seed pods.
