Russell Township to Replace Old Wooden Signs By Gwen Cooper Russell Township will have new markings at the southeast corner of Chillicothe and Kinsman roads. At their June 4 meeting, township trustees approved spending up to $4,500 for two new signs that will be positioned back to back on an angle, replacing the four wooden signs it currently has. The old wooden signs are in disrepair. The new ones will be made from a strong, high density foam and will incorporate the same graphic design as the old ones, and include the date the township was founded, said Chairman Justin Madden. The new signs will comply with township zoning and include nighttime lighting, possibly solar.

“No raccoon,” Madden answered when Trustee Gary Gabram teased him. The plans will be drawn up and shown to the zoning inspector. The township is poised to hire Quality Excavating to tie-in its buildings to the Geauga County sewer line, including the administration building, town hall and the old fire station at a cost between $28,000 to $36,130. Madden said the cost will depend on drawing elevations to be provided by the county. He said a pump may be necessary for the administration building and in that case, the excavating company recommends installing two pumps to avoid backups. “This does not include the hookup cost from the county,” Madden said. “We have not

received paperwork from the county with what that cost will be.” Plans call for the project to be completed in October.

After 42 Years, Fred Banfield Retires By Laura Goehrke After more than 42 years as a State Farm licensed agent, lifetime Chester Township resident Fred Banfield is retiring. Banfield had been stationed at his own branch in the Maywood Plaza at 8389 Mayfield Road for more than 16 years and before that, had worked out of Mayfield and a different Chester location. Banfield dealt with commercial and personal insurance and helped clients with auto, fire, life and health specifically. His favorite part about the job? Helping individuals and families. “For me, I’ve always liked to help people. When someone had a problem, it was a joy for me to service that claim for them,” Banfield said with a smile. He has worked with hundreds of families over the years and is now even working with some third-generation family members. Some of his very first clients are still insured with State Farm, though they have since moved to different states. Banfield was known for his dedication to his clients and has many positive memories from over the years. Banfield’s daughter, Kathy, was his assistant for more than 30 years, and his wife, Donna, was the owner of Once Upon a Rose, the consignment boutique right next door, which closed it’s doors in

conjunction with his retirement. The two have been married for 52 years, and were high school sweethearts at West Geauga. They plan to travel to New England to connect with relatives and Fred looks forward to gardening, woodworking and camping with his family. Banfield shows much gratitude towards the people who have helped him over the years. “I would like to thank everyone in the area that has remained loyal to me, as well as my mother and father for teaching me about the importance of integrity and honesty,” he said. “I’m thankful for my two daughters, Kathy, who

Chesterland Small Businesses Unveil Marketing Strategy By Josh Echt

It’s not Monopoly, but it’s similar. And, the big winners could be the residents and business owners of Chester Township. Chesterland Arabica owner Kathy Fadorsen, along with other township businesses, are unveiling a marketing strategy not unlike McDonald’s Monopoly game. The three-month strategy will start June 16 and run through the end of August, Fadorsen said last Thursday. Fadorsen said 500 copies of a crossword puzzle featuring the names of 14 local businesses, such as Glissful Boutique, Passion for Fashion and Chesterland Floral, would be released by June 16. The crossword puzzle will be available for resident participation at businesses involved in the effort. “Everything is free, so there’s no cost to play,” Fadorsen said, adding the back of the crossword puzzle would list 18 business advertisements as well. “It’s not the same as McDonald’s, but it’s somewhat similar,” she said. Every time a resident visits a participating business, he or she can pick up letters for the roughly 90-piece puzzle, concealed in envelopes. However, the envelopes may

not contain letters, but rather store merchandise, coupons and offers instead. “You don’t know what you’re going to get, which is part of the fun,” Fadorsen said. Once a resident collects enough letters to spell out the name of a given business, he or she receives two raffle tickets. If a resident is persistent enough to collect all 90 letters, he or she will receive 28 raffle tickets — two per business — as well as a 20-ticket completion bonus. The accumulated raffle tickets can then be submitted to participating businesses. A drawing will take place at the end of August and the winner could receive a large gift basket containing items from Chester businesses. Fadorsen said the goal is for residents to both build relationships with small businesses and to shop local. By incentivizing residents to collect all of the puzzle pieces, they will visit more local businesses by design. “The more you shop, the more you have a chance at winning,” she added. The business owner said it took her five weeks to develop the marketing plan. “I’m always looking for more ways to shop Chesterland,” Fadorsen said.

“This is the first in a total of three inside millage redirections over the next three years,” Madden said. The change will take effect in January. Voters will likely face a 2.75-mill renewal road levy on the ballot in November. The trustees voted to set the wheels in motion at their meeting. The current levy, which raises about $679,643 annually, was set to expire this year for tax collection. The trustees voted to continue holding their meetings at 1 p.m. on the first Wednesday of each month and 5:30 p.m. on the second Wednesday of each month. “We did it on a three-month trial basis,” Madden said. “Two people objected to the earlier time, but we’ve received no other complaints, emails or phone calls. The discussion has been better, our presenters prefer the earlier format and it’s working well.” According to Madden, the township is saving money by not paying overtime to department heads to attend the meetings. “If we have agenda items that warrant it, we could hold a special meeting later in the evening or on a Saturday morning,” Madden said. One of the complaints was from resident Charles Butters, who wrote a letter to the trustees. The annual public meeting for the township’s 2015 budget hearing was set for July 2. The next regular trustees meeting will be held 5:30 p.m. June 18 in the fire-rescue station meeting room.

"It is a fun way to promote our community as well as a novel networking idea," Graneto said. Across the street, Passion for Fashion co-owner Gayle Tuttle said she was on\ board with the marketing idea from the beginning. Like the others, she said it was a good community-based project. “When you have people shopping at new, different stores in Chesterland, then that’s a good thing for all business,” Tuttle said. CHESTER GOVERNMENT UPDATE ment indicated that street sweeping is not mandatory and the board unanimously voted against road sweeping this year. Bid results from the Akron Community University Education Purchasing Association (CUE) for salt and the ODOT summer fill contracts were received and we expect the ODOT bids for winter fill salt to be received within the next couple weeks. This information will be used as part of our budget strategy and analysis for our 2014-2015 road salt usage. The police department was reorganized by promoting Det. Sgt. Robert Pomnean, who has 15 years with Chester, to detective lieutenant. This salaried non-union position does not pay overtime. We thank Pomnean for his service to Chester and wish him well in his new role. After conducting a power study, $5,997 was approved for a right-sized natural gas back-up generator for the police department and $4,932 was approved to replace the obsolete nonfunctioning second floor air conditioner in the department. The fiscal officer reviewed the bank reconciliation (balanced). There was discussion regarding the parcel consolidation survey at the township-owned 80 acres, the need to clarify parcel titles and descriptions and to pay the surveyor for work completed to date. No action has been taken by the board of trustees since the presentation by the recycling committee at the last meeting where they recommended moving the bins to township-owned property off Herrick Drive behind the salt dome.

On May 29, Chester Township Trustees held a regular meeting approving various financial items, primarily for fuel and road department supplies. The meeting began with a review and discussion by urban forester Dave Allen, regarding plantings along the north property line of the cemetery expansion. Allen, who also assists the Chester Park Board, explained options he thought better than arborvitae. Road Superintendent Rob Pealer will work with him to come up with a list of recommended plantings to create an appropriate visual barrier. The updated job description for the road department mechanic was approved as we initiate plans for transition due to retirement. The road department continues the update of their fiveyear financial analysis plan and we expect to receive a presentation at the next board meeting (June 26). The board approved $21,999.55 for the purchase of an asphalt hauler (‘hot box’) that will help with efficiencies and reduce waste as we focus on road repair/patching. $40,000 was approved for a Dura Patcher poly-fill machine. This equipment can repair/seal large cracks, fix ‘alligatoring’ and other types of road deterioration that crack seal equipment is not designed for. Our focus is to extend the life of roads rated 3 (from 1-5) and above. A cost analysis showing the Dura Patcher is more cost-effective than road repair was used as part of this evaluation. Repairs to a slip culvert on Winding Brook Drive in the amount of $30,167.50 were approved through state bid pricing. If the culvert were to fail and require excavation, because of the depth, this project would likely cost over $100,000. Research resulting from a prior meeting regarding storm water manage-

The St. Anselm girls track team won the city championship for the second year in a row. The sixth- and seventh-grade girls competing against mostly eighth-graders racked up 27 points in the 4x100 relay (Katie Colagiovanni, Sarah Harbert, Evie Horton and Meredith Jeffrey-Mallon), 400 Julian Grabinski, 800 Valerie Raicevich, third in the 200 relay (Julia, Valerie, Sarah and Meredith), discus Evie and Colleta Rose, and shot put Evie. In the meantime, Ava Thomas completed her incredible grade school race to records by winning all three of her events (200 hurdles, 200 and high jump). The boys team earned their highest finish ever at a city championship with a fourth place finish. Highlights were Andrew Sieminski's first place finish in the discus where he set another school record with a throw of 129 feet and boys 4x200 relay (Sam Leygraff, Evan Ditchman, Andrew and Chris Velotta) finishing third. This team will be looking for their first ever city championship in 2015.

WG Football Camp July 14-19 The West Geauga football coaches will be hosting football camps for boys this summer at the front football fields of West Geauga High School. Boys going into grades 1-6 will attend from 10 a.m. to noon. Boys going into

As unfortunate as it is, I do have a story to tell. It's been said that everyone has a story and perhaps the saddest thing is to have an untold story. My open enrollment story is suddenly brought about due to our recent denial letter. I understand that I am not a resident, but have kept quiet until now because although I do not have the correct zip code, my real address does in fact mail the district a check. The eagerness to tell everyone our story is prompted by the phrase, “why don't you move here, if you want to be a part of such a good school district?” (I just can't get this out of my head). I am from Cleveland, born and raised on the east side, grew up living along the beautiful shore lines of Lake Erie. Throughout my life, my family, friends and job have all been on the east side of Cleveland. I chose to marry someone who lived in Akron and for 17 years, I had been commuting to work and to parochial schools on the east side. For 10 of those years, we tried to sell our house and I'm writing today to remind the lucky residents of the West Geauga school district that our housing market took a dive. Yes, no one was knocking on my door to buy our house in Akron. So, as time passed, we finally arrived at a conclusion that if we wanted to ever get closer, we'd have to take the loss and do a short sale. Although moving and purchasing a home now, I'm told it will take another year for us and rental properties do not come a dime a dozen in Chester Township. I don't want any pity, I just want people to know that there are many stories behind each one of those denial letters. And yes, we could go to our own district, but in our particular situation, we have built friendships, community and lives here. My sudden need to speak out actually came from the realization that on June 5, our eighth grade graduation will be very bittersweet.

The happiness and excitement of going on to high school will be met with the anxiousness of moving forward into the unknown. Most eighth graders know where they will be attending their ninth grade at this point. All that my 14-year-old knows it she doesn't know yet. I have told her to stay calm and to allow the adults to figure out what we can do to remedy the situation. We will either attend our city’s district, starting all over with the unknown, missing any sports opportunities for the year, in hopes of moving again after we are able to buy again. I would not wish this situation on any family, particularly anyone with an adolescent. As anyone who’s gone through these tumultuous years knows, emotions are crazy at this age and being socially accepted and having their peers be kind to them is everything in their world. Having a safe and happy place to go to everyday is something that all parents want for their children. Now, I'm preparing for what is suppose to be a happy day on Thursday with the realization that I really don't know how everyone will handle their emotions and I will work hard to stay positive and upbeat. Changing of the guard and new plans for the future should be made thoughtfully with consideration of timing and planning for families affected. Assumptions were made because “no one was ever denied before, once you were in.” Now we’re all left to fight the fight for our kids. Oh, and by the way, if we’re not accepted back in, why would most people stay at that board meeting and care about the other items on the agenda? I’m a parent who cares and wants to be involved, I feel like I’m in a nightmare and I’m going to wake up and realize it was all a bad dream. Take the Hard Right “Take the hard right,” a quote used by one of my son’s educators. It wasn’t meant as a means by which to make decisions, but a mantra by which to live your life. “Take the hard right” meant not taking the easy road or putting personal desires first, but to make the right decision, the hard decision. It meant making decisions by which you could stand tall and proud knowing you did the morally responsible thing. Reading about the saga in the West Geauga Schools, I wonder how it came to this. How did educated, intelligent adults let the issue of open enrollment turn into an ugly, divisive argument that threatens to undermine the district? I question the qualifications of the current school board. What got them there and why do they continue down a path that deepens the divide and hurts the most vulnerable — the students. The school board’s purpose is to oversee and advise the administration and superintendent in policies and practices of the district and to make sure these policies and practices will lead to long-term financial solvency while fulfilling educational needs of their students. Their duty first and foremost is to the student’s educational needs. Were finances a reason to end open enrollment? It was determined that open enrollment earned more dollars for a district than the average homeowner paid. Lower test scores? It was shown that open

enrollment students performed as well, if not better, than resident students. Behavior? It was shown that open enrollment student were no different in behavior than local students. Class size? Administrators said that was not an issue. What is the issue? With amazement I read some families only have partial acceptance — some children are accepted while others are not. Really? They would do that to these kids who have attended in the past and now cannot? They would tell them we will take your sibling, but not you? They would tell a high school student who has attended their school in the past that they are no longer accepted, forcing them to miss out on opportunities signed up for with friends they made. They would send a message to a student who did not feel welcome or safe at his old school that you’re not welcome here. There are better ways to end open enrollment without doing harm. They could have grandfathered families and just said “no” to new inquiries. Certainly, there should have been considerable thought and the least amount of harm done to the students affected because that is who is paying the price for current policies. The students are watching how the adults are behaving. They should be heard and their opinions matter. These are the people who will one day be running the schools. What kind of example are the board members setting? How are they teaching them to lead? It is not too late to reverse the harm it causes.
