DISCUSSIONS

A. Preliminaries. The Chairperson declared a start of the meeting through a prayer that was led by the Exec Com Secretary then was followed by the result of notification where all the members were notified twice before this day. Two members still cannot attend the meeting today because one is assigned at the Blood Bank while the other is assigned at the Covid Operations Center. Despite such absence, there is quorum.

B. Review of Minutes of June 7 Minutes: 1. Large part of the meeting was focused on the following: a. Actual use of the PNA-Building as headquarters for the CNBC convenors, volunteers, committee chairpersons and members, total funds generated and deliveries to hospitals and RHUs in Baguio City, Benguet and Mountain Province and the contents of the packs that were delivered. b. An agreement that we have arrived at was if there were no more donations coming in, we decided to conclude the activity. If, however, donations kept pouring in or coming in, the volunteers will continue to use our office as headquarters. 2. Corrections on the minutes: There was a missing report on the delivery of packs that were sent to frontline barangay health workers at Hillside Barangays. 15 packs were provided to the barangay health workers who were acting as contact tracers. 3. Updates regarding the actions: Donations were still coming in but becoming scarce so the CNBC Core Group decided to just retain a skeletal set of volunteers (maybe 2 per committee) and the 5 members of the core group to attend to those that needed to be received, prepared and delivered. Because of this tentative closure, a small lunch was held in the office, attended by about 15 members because we still had to follow the health protocols.

C. New business: Planned Chapter Convention 1. The initial plan drafted by the Department of Continuing Professional Development after our January 2020 meeting was supposed to be included in our February 2020 meeting but we were not able to do that because of the declared “outbreak of international concern” followed by all the lockdowns and

limitations of meetings. It‟s a bit late to continue planning for it but we will try to put our time resources together so we can do this before the end of the year. So today, we are going to review the initial plans that have been formulated by the department in charge of this and make some changes with considerations to the current situation. 2. Review of initial plans drafted by the Department of Continuing Professional Development (c/o Ms.

Buna Racal). a. Tentative dates and time: November 29-30, 2020 (Sunday and Holiday Monday); 9AM-1PM b. Theme: Nursing Baguio to Health  to be restated now: Nursing Baguio to Health at the Time of Pandemic c. Platform: From a face-to-face activity to a virtual Zoom and FB live stream d. A. PRELIMINARIES 1. Prayer was led by a volunteer from a faculty of the University of the Cordilleras and a PNA-Baguio City officer, Dr. Godfrey Mendoza. 2. The Presiding Officer, Carmen Bolinto, asked for an apology about the postponement of the Chapter Convention which was initially scheduled on Nov 29-30, 2020 due to the increase in COVID 19 cases in Baguio and in the Cordillera Administrative Region and so demand for official work schedules among the Organizing Committees have been overwhelming. Further that the PNA-Baguio City Officers took this opportunity, while the Baguio City members were still in the regional convention Zoom room. 3. Ms. Ava Parreno, the PNA-BCC Secretary, asked for all nurses still present in the Zoom room to raise their hands when their agency/institution is called. The following agencies/organizations/institutions had representations. Unfortunately, the number of hands raised was not determined per agency. a. B. PRESENTATION OF PROPOSED AGENDA AND APPROVAL 1. The agenda was presented by the Presiding Officer. 2. ACTION 1: The agenda was approved, without prejudice to the comment of one participant to make the meeting shorter as all are tired from the 3-day activity.

C. NEW BUSINESS 1. The status of PNA memberships in all the agencies were discussed by Buna Racal and Cristina Juan based on their evaluation of the nominees for awards as of end of November 2020 a. 100 % PNA membership of nurses and were qualified for the 100% PNA Membership Award to be given during the Chapter Convention - University of the Cordilleras College of Nursing - University of Baguio School of Nursing - Pines City Colleges-College of Nursing - Baguio Medical Center - Sto Nino Philex Mines b. More than 50% of the nurses are PNA members and close to 100% in: - Saint Louis University School of Nursing - Saint Louis University Hospital of the Sacred Heart - Easter College Inc – Department of Nursing c. Low (less than 50%) to Zero PNA membership in all the other institutions mentioned above d. Carmen Bolinto further discussed the following: - PNA APO and outstanding professional organization award - Benefits of being a PNA member e. Challenge to all nurses residing and working in Baguio City: - To become active members of PNA-Baguio City – we are the life of the organization, not the officers alone. - Plan of the regional council to give monetary awards in the future to institutions with 100% PNA membership, along with other criteria. 2. PNA-Baguio City Chapter Convention. a. The Presiding Officer explained the following as reasons for the postponement of the Convention: - The Organizing Committee have been very busy as frontliners in their own respective workplaces. For those in the academe, they have been challenged hardly by the online classes that they have to conduct for the first time. - The PNA-Regional Convention was too close. b. Final arrangements for date and platform: - March 28, 2021 - Zoom and FB Live stream c. Requested role of the members: - For all of you to pre-register when the link is out in our PNA-FB page – free for PNA members and P150.00 registration fee for non-PNA members. You still have time to renew your memberships so that you can enjoy this free webinar and other webinars that will be offered.

- Volunteer to help in the ongoing revisions of the chapter convention through membership in any of the committees. Please contact any of the officers. - The PNA BCC Board Secretary will post in the PNA-BCC FB Page the CBL so that all members can access it and participate in making suggestions for modification. UPDATED LIST OF PNA-BCC MEMBERSHIPS 2020

A. INTRODUCTION

The International Year of the Nurse and the Midwife, CY 2020, was not only a challenging year for nurses and midwives because of the unprecedented demand for their services in responding to the COVID-19 pandemic. It was also a tough and difficult year for the local chapter to campaign and respond to new memberships and renewals because of many factors related to travel or movement restrictions during the ECQ and even until the modified GCQ period. This was the period where the services of nurses are in demand both in the hospitals and in the academe, hence, hiring of nurses were opened. PNA-Baguio City devised mechanisms by which campaign for and responses to memberships were attended to, while practicing minimum to maximum health protocols: These included the following:

1. Coordinated with the chief nurses and deans to abide by the Code of Ethics and PRC mandate for Nurses to require all their nurses to be members of the Accredited

Professional Nursing Organization; 2. Contacting members and sending of membership forms, including instructions, through social media (PNA-CAR and PNA-Baguio City FB pages, private messages in messenger chat, and email). Some few samples of the many posts on memberships include the following:

3. Arrangement for gcash or face-to-face payments and / or claiming / delivery

4. Sent the PNA-CAR Governor‟s letter to chief nurses, justifying the need for all practicing nurses to become members of an APO

While the number of memberships decreased as compared to 2019 due to many pandemic-related factors, PNA-Baguio City is very proud to have awarded plaques and certificates during the PNA-Baguio City Chapter Convention to the following Schools/Colleges of Nursing and hospitals that have garnered 100% PNA memberships: 1. University of the Cordilleras College of Nursing (UC-CON) 2. University of Baguio School of Nursing (UB-SON) 3. Pines City Colleges – Nursing (PCC-CON) 4. Baguio Medical Center (BMC) 5. Sto. Nino Hospital, Philex Mines, Itogon, Benguet Note: During the time that their ambulance came to Baguio to apply for PNA membership renewals, they cannot travel to La Trinidad because of the pandemic travel restrictions.

PNA-Baguio City considered it inhuman to refuse catering to membership of nurses who come from nearby provinces (especially when it is their main purpose in travelling to Baguio City), i.e. from Benguet, Mountain Province, and Pangasinan. Some nurses justify that the reason why they have to come to PNA-Baguio City is because of the accessibility of the office, presence of schedules to accommodate them during the pandemic and hitting two birds with one stone. Except for Pangasinan, these concerns have always been properly coordinated with the PNA-CAR Council where the chapter presidents of the concerned provinces are members. However, 95% are all nurses working and residing in Baguio City.

B. WHO‟S WHO IN THE PNA-BAGUIO CITY CHAPTER MEMBERS

Because this is the International Year of the Nurse and the Midwife, it is very timely that

PNA-Baguio City acknowledges and reports the outstanding contributions of its prominent members in the performance of the local chapter from 2020 until the present, among their other contributions prior to 2020: 1. DR. ERLINDA C. PALAGANAS. She is a current Professor and UP Scientist 1 of UP-Baguio, Editor-in-Chief of the Philippine Journal of Nursing and former President of Philippine Nursing Association, and now recently accepted as a Fellow of the American Academy of Nursing (FAAN) 2021. She was also nominated by the PNA-CAR Council in early 2021 for the Princess Srinagarindra Award. She is currently the PNA-CAR Governor and she has been actively working with commitment in initiating and leading the Council‟s planning, implementation and evaluation of PNA-CAR activities and has been working in close coordination with some activities of PNA-Baguio City Chapter. She was the Convener of the Cordillera Nurses Brigade for COVID-19 (CNBC). 2. DR. MARY GRACE C. LACANARIA. The current Dean of the SLU School of Nursing (SLUSON) and the President of the Association of Deans of Philippine Colleges of Nursing (ADPCN) represented the ADPCN and was instrumental in co-convening the CNBC during the pandemic. As a representative, she was able to help in the mobilization of donations from alumni, faculty members and students of SLUSON. Likewise, she is one of the Deans who require all faculty members of the SLUSON to become members of PNA, otherwise, the faculty member gets a deduction in the Dean‟s Evaluation of Faculty. 3. DR. JUDITH ODANEE G. MAGWILANG. She is the Dean of the University of the Cordilleras College of Nursing (UCCON) and the President of the Cordillera Association of Nursing Deans (CAND). She represented UCCON and CAND as co-conveners of the CNBC. She was a very active Brigader and also mobilized donations from the faculty, alumni and students. She was able to assist all the faculty members of UC become PNA members, hence, their school was one of the institutional awardees for the 100% PNA membership, including the UC Medical Clinic nurses. Dr. Magwilang completed her PhD in Year 2020. 4. MS. BUNA RACAL. The Chairperson of the Continuing Professional Education and Welfare of PNA-Baguio City and now, the Dean of Pines City Colleges-Nursing (PCC-N) was able to make all the Nursing Faculty in PCC-N as PNA members, making the school as one of the institutional awardees for 100% PNA membership. 5. DEANS OF OTHER NURSING SCHOOLS AND COLLEGES IN BAGUIO CITY were also coconveners of the CNBC – Easter College Inc-Department of Nursing Mr. John Michael Jarata and Ms. Gina Casi of Baguio Central University. They were also very helpful in mobilizing their students and faculty to donate for the CNBC. 6. RICKY DUCAS. An active PNA-Baguio City Chapter member and Founder of the Anxiety and Depression Group who has been doing a lot of mental health support to frontline nurses, local government employees, barangays and other community groups at the start of the pandemic and is still ongoing until this time. He also donated a lot of money to the CNBC and has been the Moderator during the PNA-Baguio City Chapter Convention.

7. The HOME-GROWN PNA MEMBER-SPEAKERS AND FACILITATORS during the PNA-

Baguio City Chapter Convention. It was a realization that there are many great speakers from the chapter who shared a lot of their experiences with PNA-Baguio City activities and inspired other nurses to do the same. It was a realization that we maximize our own leaders, before inviting speakers from outside of PNA-Baguio City. They are readily available, accessible, affordable and acceptable. They are:

8. ANGELA BELTRAN LAGUIPO. She represented PNA-Baguio City to the PNA National Poster

Making Competition and she won as third place. Her work of art is posted at the PNA-Baguio

City Chapter office.

9. INGRID PAYAKET. A very active PNA-member volunteer and brigader, a singer and a songwriter, was a weekly and monthly finalist in the Tawag ng Tanghalan sa Show Time of

ABS-CBN in July. She also had been a nurse-speaker in webinars particularly on the topic

“Benefits of Music in Mental Health”.

10. CARMEN C. BOLINTO. The 2019, 2020 president and 2021 re-elected president of PNA-

Baguio City. Having learned so much from her one-year-non-degree post graduate Hubert

Humphrey Fellowship in Emory University Rollins School of Public Health, Georgia, USA, she tried her best to practice her leadership insights with her collective leadership with the PNA-

Baguio City Chapter for two and half years. Her being one of the nominees for the Most

Outstanding Community Volunteer Award among 83 Humphrey Fellows all over the world during the Hubert Humphrey Fellowship Year in the US is already a big achievement even if she was not the finalist. But she was able to get a similar award in 2020 during the Sept 1, 2020 Baguio City Charter Day issued by the City Government of Baguio for initiating the formation of the Cordillera Nurses Brigade for Covid 19 (CNBC) and having worked hard as over-all coordinator during the COVID 19 pandemic.

11. ALL PNA-BAGUIO CITY CHAPTER BOD AND EXECUTIVE COMMITTEE. Despite being

COVID-19 frontliners in their respective hospitals and faculty members adjusting to the online classes, all the nine BOD have been doing their best to perform their own PNA-related roles and responsibilities. 12. CHIEF/ASSISTANT NURSES OF THE BIG HOSPITALS in SLUHSH (Mr. Aldren Remon),

BGHMC (Mr. Joselito Datud/Mr. Randy Occidental), BMC (Ms. Rhodelia Bartolome), PCDH (Ms. Elizabeth Padalla/Ms. Janet Aplosen) and representatives from DOH-CAR (Ms. Jennifer

Ruiz) and City Health Services Office (Ms. Geeny Anne Austria) were also co-conveners of the

CNBC. Their major roles included the following: a. They were the ones who regularly gave updates on the PPE needs and situation of nurses to the CNBC and to PNA-Baguio City; b. They were the ones who coordinated for the receipt and distribution of all donations for frontliner and non-frontline nurses in tranches to their institutions; and c. They are the ones responsible for reminding nurses about their membership with PNA.

IMPLEMENTATION OF PROGRAM THRUSTS FOR 2020 ACCORDING TO THE DIFFERENT DEPARTMENTS

Prior to the pandemic, the program thrusts of the different departments of the PNA-Baguio City Chapter were set in place, guided by the important commemoration of the International Year of the Nurse and the Midwife with the theme and sub-theme: Nurses: A Voice to Lead – Nursing the World to Health. This theme-sub-theme focused on the true value of nurses to the people of the world at an international level.

In contextualization of this theme at the local level, the program thrusts of the PNA-Baguio City focused on the true value of the nurses to the people of Baguio City and in the Cordilleras, to a certain extent, through the plans and activities of its different departments.

I. DEPARTMENT OF NURSING PRACTICE: A. Identify the needs and problems peculiar to nursing practice, specifically on working conditions, as basis for B. Initiating and promoting measures that will upgrade the standards of nursing such as, but not limited to: 1. Representation to appropriate agencies 2. Coordination with nursing specialty groups and other nursing organizations. 3. Establish linkages with allied health professional organizations. 4. Determine problem areas in nursing service as basis for research.

II. DEPARTMENT OF NURSING RESEARCH: Participate in research projects related to Nursing

III. DEPARTMENT OF NURSING EDUCATION: Participate actively in reviewing and innovating curricula to make it relevant to the existing nursing situation.

IV. DEPARTMENT OF CONTINUING PROFESSIONAL EDUCATION AND WELFARE A. Plans, formulates and conducts accredited Continuing Education Programs; 1. 1 CPE with applied CPD units 2. Chapter convention B. Up-to-date documentation of activities in preparation for the annual report. The chapter is not due for accreditation in 2020. C. Provide opportunities for the following awards (call for awards, screens and conducts an awarding ceremony during the chapter convention 1. Institutional awards for 100% PNA membership 2. Previous local and national leadership 3. Other special awards

V. DEPARTMENT OF POLITICAL AFFAIRS 1. Determine legislative strategies that may impact on the practice of nursing and health care and negotiate with the local legislators and health institutions regarding these strategies;

2. To lobby, as necessary, such strategies that address local and national issues and other matters related to health and the nursing profession; 3. Review CBL to identify amendment points for approval by the BOD and ratification during the chapter convention

VI. DEPARTMENT OF SPECIAL PROGRAMS A. Membership: Intensify campaign and response to PNA membership needs of nurses B. Publication: Publish activities in social media C. Disaster Management: Coordinates and participates with government and non-government agencies/organizations in helping victims of calamities as necessary D. Primary Health Care or Community Projects: Performs services focusing on: 1. Health promotion and disease preventive activities 2. Curative services 3. Rehabilitative services E. Fund Raising: Conducts possible fund raising activities that will help augment the existing funds of the organization The Covid-19 pandemic had many and complex consequences on the organizational life of PNA-Baguio City, including its plans and activities. Overall, the pandemic led to more remote work, delegation, smaller teams and widespread use of members who are loosely connected to the organization. Some of these changes were efficiencyenhancing while the others were efficiency-reducing. The net effect was a slow-down in the conduct of the plans and activities that were set during the start of the year. In the face of these changes and of the pandemic itself, each department tried its best to do what it was able to do without cancelling the key important aspects of the program thrusts. Please refer to the succeeding files for the report of each department.

ACTIVITIES OF THE DEPARTMENT OF NURSING PRACTICE

I. IDENTIFICATION OF THE CONCERNS OF NURSES DURING THE HEIGHT OF THE PANDEMIC AND EVEN AFTER

A plan of the Department to conduct a more formal research on the issues confronting nurses working in hospitals and in health agencies in Baguio City was planned but due to the unprecedented occurrence of the pandemic, the plan was diverted to individual and small group interviews about the problems encountered by nurses at the frontline. Results revealed the following.

The two major issues of nurses employed in private hospitals in Baguio City were: 1. None to very minimal benefits and hazard pay of nurses directly caring for COVID-19 patients and nurses who have become positive of the disease after caring for COVID-19 patients, and 2. Very low salary of nurses as compared to the recently approved entry Salary Grade 15

The following excerpts of interviews were specific comments from nurses in both private and government hospitals who were not willing to disclose their identities for fear of being removed, not becoming permanent or not being re-considered for a renewal of a temporary employment or for permanent employment.

1. On PPE supplies for nurses: a. “Nakakatakot na kasi magduty maam na walang PPE kahit level 1 lang po, since we treat all as covid risk”… “Meron dati PPE pero inalis na…” “Only the ordinary facemask provided isa-isa” [in the in-patient units]. Nurses wish to be provided N95 even in clean areas. (Notre Dame de Chartres Hospital) b. “Provided po mam ang PPE sa COVID ward kaso nilalabhan lang po. Ni rere-use”… “Sa in-patient wards…clean wards, mask lang and shield meron sila pero may mga nag positive na po na patients sa ward”…Sa ER, may mga suits po sila pero recycled po”; “Actually maam, [this hospital] is charging PPE to patients. Pero in reality, hindi naman gumagamit LAHAT ng nurses. Kung meron man, recycled pa.” (Notre Dame de Chartres Hospital)

2. On nurses getting infected with COVID-19: a. The number of nurses reported to the PNA-Baguio office who already got positive of COVID 19 as of this sharing is 40. The number is increasing. (From all government and private hospitals, except Baguio Medical Center, Roseville Rehab Center and Fort del Pilar Hospital) b. There were already covid-19 positive nurses who have not been reported. (Notre Dame de Chartres Hospital) c. Quarantine days are deducted from sick leave benefits or from off duty. Job order nurses who don‟t have sick leave benefits and who have symptoms but did not take care of COVID 19 patients are not paid during their quarantine period. (Pines City Doctors‟ Hospital, SLUHSH)

3. On salaries and benefits

a. “Ma‟am nung pumasok po ako…400/8hours po ung bayad. Tapus [after 4 months]-

Present 450/8 hours. Then hazard pay kapag regular ka na is 300.00 pero month.” “Then 60-67.00 per hour kapag may over time kaso minsan di na gragrant maam.”; “Tapus kahit nag hehead nurse na ako maam ganyan pa rin ang sahod hehe”. For senior heads, their net pay is PhP4,956.27 for every 15 days. (Pines City Doctors‟ Hospital) b. “No hazard pay; no sickness benefits (covid); minimum pay 380.00/8hrs No ot [overtime]”. (Baguio Medical Center) c. A nurse stated that nurses are always on “on call” duty even if they have a schedule to supposedly follow. (Notre Dame de Chartres Hospital)

Toward the last quarter of 2020 and the first quarter of 2021, the following complaints were gathered from hospitals and isolation facilities: 1. The nurses in one isolation unit were required to return about eleven (11) thousand of their Salary Grade 15 2. SRA benefits have not yet been given even if the funds have been released. The Phil Health share has not yet been paid. 3. It‟s difficult to work in government because your item will always be contractual. 4. Verbal abuses and bullying of nurses by some physicians 5. Understaffed but the newly hired nurse supervisor is to check only on charting 6. “Demotion” of the Nurse Ranks employed under the DOH

II. ACTIONS DONE BY THE DEPARTMENT WITH THE HELP OF THE CHAPTER PRESIDENT AND THE PNA-CAR COUNCIL

1. PNA-Baguio City fully sent a letter of full support to the letter of the nurses in one isolation unit to USec

Dr. Tong-an regarding the timely release of their salaries and non-deduction of P11K already given as salary (following the implementation of Salary grade 15).

2. PNA-Baguio City wrote a letter to DOLE-CAR on September 28, 2020 requesting the following: a. “to do a more investigation and action by your office as having the „primary responsibilities of advancing workers‟ welfare [nurses in particular] by providing for just and humane working conditions and terms of employment and maintaining industrial peace by promoting harmonious, equitable, and stable employment relations that assure equal protection for the rights of all concerned parties‟‟. b. “Please help us celebrate with all these nurses by assisting them negotiate with their employers in giving their due in terms of benefits and salaries during this year and beyond.” 3. Wrote the Chief Nurse of the Baguio City Health Services, through the Nurse Supervisor, requesting a formal evaluation of the all their nurses in the Isolation Units. Also contacted all the nurses who were not renewed to submit a written report of their actual experiences. These were supposed to be an accurate basis for demands to be made at the local government of Baguio City.

4. Co-organized a webinar forum entitled “The Promise of SG 15 and Beyond” where USec Tong-an was the speaker.

III. FEEDBACK / RESPONSES RECEIVED

1. No formal feedback was received from the concerned. PNA-Baguio will continue to work in partnership with the nurses affected and the agencies concerned.

2. Many nurses employed at the isolation units were not renewed to their job order or temporary employment status. They felt that their complaints were a result of the government‟s retaliation toward their complaints.

IV. ACTIONS FORWARD

1. To fast track the formal survey of concerns as basis for a more evidence-based demand and policy making changes in terms of hiring and organizational structure of nurses at the City health Services

Office. 2. Use such data to level up correspondence to higher level official such as Congressman Go before the preparations for the election highten.

DEPARTMENT OF NURSING EDUCATION

Five out of the thirteen officers (NOMELEC included) are faculty representatives of four Colleges of Nursing. The shift from face-to-face classes to online or modular platform due to the pandemic was a big blow to the preparation and actual teaching of these teachers if they were to give forth a good quality of education for the students.

Each of the faculty members attended webinars on online teaching offered by their own respective schools. This was to help them adopt to the new situation. Along the process of reviewing their existing curricular materials and requirements, they were able to develop and implement new techniques and other e-learning platforms that make it relevant to the new mode of nursing education. What was more gratifying is sharing their own learning insights and giving suggestions to each other for improvement of their own teaching methods. Not only did they improve themselves as faculty members, but also, improved the quality of learning for every nursing student they taught.

If there was anything good derived from this pandemic period in relation to nursing education in Baguio City nursing schools, it is the general improvement of the performance of nursing schools in the board exams conducted in July 2021. All the schools that have been performing generally low in the national licensure examinations have drastically improved. One of the contributory factors for such improvement may possibly be attributed to the intersharing of these faculty members and all other faculty members of their own learning insights and best practices.

While PNA-Baguio City cannot claim this as its own organizational initiative, the move of these PNA-Baguio City individual officers to contact and seek each other‟s assistance in teaching qualify it as giving true value to the nurse-faculty and the nursing students.

DEPARTMENT OF CONTINUING PROFESSIONAL EDUCATION AND WELFARE

The very limited face-to-face meetings of the team in this department and the adjustments to online platforms for meetings made it difficult to develop professional education programs with CPD units as planned.

The main activities conducted under this department included the following:

1. Preparations for a Chapter Convention

The whole period of 2020 focused on planning for the face-to-face Chapter Convention. Initially, it was targeted to be conducted in November 2020 when the pandemic improved. Unfortunately, the pandemic got even worst in November so it was moved to December then was finally set on March 28, 2021. The planned theme for this convention followed the 2020 ICN theme but was contextualized to

Baguio City setting. Nurses: A Voice to Lead – Nursing Baguio City to Health. The other details were already reported in the Executive Committee meeting, including the detailed tasks and time frame of conduct of the tasks. The detailed tasks were spread through the months of 2020, with about 1-2 individual follow ups.

2. Awarding Activity

A little way of concretizing the true value and dedication of nurses, this was tasked to the Chair of the

Department, in coordination with the Department of Nursing Education. This was considered as a major part of the Chapter Convention programme. Components of the awarding included: a. 100% PNA Membership Institutional Award – a plaque and a certificate will be awarded to any hospital or institution where all employed nurses are members, regardless of whether they are working as nurses or not. b. CNBC Brigaders Award (Indirect and Direct Frontliners) – certificate to be signed by Mayor Magalong c. Past PNA Presidents – local and national level d. PNA-Baguio City Officers 2017 to 2019 e. Typhoon Ulysses Donation Drive Volunteers – this was an update when the convention was moved to March 2021

3. The preparation of all reports by each department

The task to oversee the preparation of all activity reports every after its conduct was delegated to this committee. It was an agreement by the Board in early 2019 that even if the chapter is not due for accreditation, it is the duty of each department to prepare an updated report so this will prevent cramming at the end of the year. The final checking of reports, however, was tasked to the Chapter President and the

Secretary.

Activities conducted under this department in 2020 were: 1. Intensification of membership campaigns and responding to

PNA membership needs of nurses

Because of the limitations brought about by the pandemic, this is one of the activities that got the most attention. The process that the Department followed included the following steps: a. Instruction on whom to contact for membership concerns was posted at the Bulletin Board of PNA-BCC Office, PNA-BCC Facebook Page and at the Timeline of the Chapter President and the other BOD. b. Once messages are received through any of the above contact addresses, nurses are directed to the officer in charge to notify the Chapter President, who in turn, sends out the form, receives the accomplished form, processes the PNA ID and official receipt, sets the schedule and mode of payment (whether by gcash or face-toface). Payments and claiming are made with the PNA-BCC Treasurer. Scheduling for this is made by the President in close coordination with the Treasurer. c. In cases where the card is urgently needed for local and overseas employment or for evaluation purposes, appointments for claiming are set immediately by the chapter president if the Treasurer is not available. d. Speedy responses, close coordination and unconditional time availability of the treasurer and the chapter president are very crucial if we are sincere in addressing the needs of nurses. This is also one of the strategies by which they develop trust in the organization. Many times, feedback are received from the nurses saying, “thank you for your immediate response” or “for responding to my request”.

2. Disaster Management – COVID-19 pandemic and Typhoon

The details of activities and photo documentation have been comprehensively reported under Community Involvement, hence, it will not be repeated in this section. However, it is worthwhile to note that the CNBC and Typhoon donation drive activities and some members are part of this Committee, too.

3. Primary Health Care Activities

a. Mental health promotion activities by the officers themselves so they will be able to take care of the mental health of client individuals, families and communities – VALUING SELF Road trips and relaxation activities

COVID 19 Aside from the posters made by Mr. Jade “Igoy” Malicdan and circulated in FB and to community folks, officers forward messages to nurses that they think are very relevant in controlling the spread of the virus and updating each other about developments related to covid 19 and vaccines.

c. Caring and valuing other co-nurses who are sick by sending them care packages from the organization. The following were given help during their home or hospital isolation or during their death or relatives’ death. Sample photos of the care packages are found in the report on Community Involvement:  67 frontline nurses who became positive of covid 19  1 nurse who underwent a complicated surgery  1 nurse-member undergoing physical therapy for a long time due to a very rare long-standing disease  Families of 2 nurses who died  2 nurses whose parents died

d. Individual and family therapy to a youth who has attempted suicide for many times and mental health support activities to 3 groups of youth in Baguio City who were found to have high level anxieties that were complicated by this pandemic. e. Economic recession/difficulties did not spare organizations during the pandemic. Fund raising was conducted by the organization in the form of donations for the victims of the calamities that are happening. These were not meant to defray the operational expenses of the organization, but rather, used directly for victims:  CNBC fund raising – used for PPEs given to frontliners  Typhoon donation drive – used for the victims of flooding

The only feasible fundraising activity meant to defray operational expenses is the collection of registration fee of P150.00 during the

Chapter Convention.

DEPARTMENT OF POLITICAL AFFAIRS

The issues that erupted during the pandemic have become a fertile ground for collaborative discussions and partnerships with the local government of Baguio City from the City Health Services to the City Council.

I. Strengthening and establishing partnerships with:

A. City Health Services Office (formerly Baguio City Health Department) and the City Council Committee on Health and Sanitation, Ecology, and Environmental Protection chaired by Hon. Councilor Joel Alangsab

The global onset of the pandemic which required multi-disciplinary, multi-sectoral and broad participation prompted PNA Baguio City to initially contact the City Health Services Office for collaborative actions, particular on the prevention and control of the spread of infection.

Firstly, PNA-Baguio City inquired about the status of its request in 2018 to become a member of the City Health Board. Unfortunately, the same status was encountered – that the City Health Services have not yet re-activated the so-called City Health Board. In spite of the nonactivation of thos board, PNA-Baguio City offered itself in helping the city government in educating the people on health promotion and prevention of the spread of infection of this disease before it strikes the Cordillera Administrative Region, Baguio City in particular. The major key activities that PNA-Baguio City has worked on together with the City Health Services and the Committee on Health and Sanitation were and still are: 1. Preparation and publication of health educational posters regarding City Health Protocols, ECQ guidelines and minimum health protocols. Samples of these posters, that were created by the chair of the PNA-Committee on Political Affairs and guided by the PNA-CAR Governor, are found in the CNBC report toward the end of this whole report. 2. Hiring of nurses as augmentation staff to man the isolation units that will be put up by the City. While the CHSO personnel were already busy with the preparation of the Isolation Units, they tasked the PNA-CAR and PNA-Baguio City to conduct the screening and hiring of the required number of nurses. 3. Vaccination orientation and mobilization of volunteer nurses to act as members of the vaccination team, with the assurance that these nurses will be paid, fed and given allowance and complete PPEs during their volunteer period.

B. City Council – Committee on Education, Culture, Creativity, and Historical Research under Hon.

Councilor Vladimir Cayabas PNA-Baguio City, as a welfare and voluntary professional organization, actively participated in a forum organized by this Committee. One of the aims of this forum was to maximize the voluntary work of all organizations in the city, without exploiting them, to be integrated into the rooster of registered organizations in the City of Baguio.

C. City Council – Committee on Employment, Livelihood and Cooperatives, and Persons with

Disabilities under Hon. Councilor Arthur Allad-iw

The office of Councilor Allad-iw made it possible for PNA-Baguio City to partner with three Women‟s Organization in the 3 barangays of Baguio City. Through this office, PNA-BCC was able to help the women‟s organizations with their used clothes recycling project. PNA-Baguio City also offered to help in looking for market outlets of their finished products.

II. Review and amendment of the PNA-Baguio City Constitution and By-Laws

For the whole period of 2020, the officers and members of PNA reviewed the CBL and identified areas for amendments. The Committee did the following: 1. Coordinated and planned with the House of Delegates to help in actualizing this plan 2. Distributed the CBL and gave instructions on how to critique the CBL to the PNA-BCC officers and members 3. Collated the comments and integrated it into the existing CBL in preparation for the presentation during the Chapter Convention 4. Facilitated in the ratification of the CBL during the Chapter Convention 5. Finalized the copy of the amended CBL

III. ADVOCACY

The Advocacy activities for nurses during the pandemic was frontlined by this desk, in close coordination with PNA-CAR and the Cordillera Nurses Brigade for COVID-19 (CNBC). Photos of the advocacy write-ups were reported at the last part of the CNBC.

ACTIVE INVOLVEMENT OF CHAPTER IN COMMUNITY SERVICE AND PNASPONSORED ACTIVITIES: AN INTRODUCTION

The novel coronavirus virus outbreak was declared as a pandemic by the World Health Organization (WHO) on March 11, 2020. This sudden outbreak has strongly affected the normal life of PNA-Baguio City like it has affected all other organizations. Its stable and normal operations may have been shaken but it was directed to focus on how it can help nurses and the community cope up with the sudden demand but absence of personal protective equipment in pharmaceutical or business establishments. Adding to the absence of PPEs, travels outside the home was not as easy as usual and that, no establishments were open where the PNA-Baguio City can source out materials to improvise. By March 30, 2020, the first confirmed positive case of COVID 19 disease in the Cordillera Administrative Region came in. This doubly alerted the PNA-Baguio City Chapter officers for swift and decisive actions, especially due to the fact that no advisories have been released by the city health services office since they were still waiting for the advisories from WHO.

Toward the middle to the last quarter of 2020, where coping with the coronavirus disease was not yet resolved, came another disaster – Typhoons Romeo and Ulysses hit the country, tripling the difficulty of frontline nurses in the affected provinces. Many of the nurses were also affected by the typhoon in the south and in the northern part of Luzon. While Baguio City was not severely affected, the caring innate and brand of nurses dominated.

Hence, the three MAJOR foci of the community involvement of PNA-Baguio City (among other small and big activities) include the following that:

1. Cordillera Nurses Brigade for COVID-19 – close to 6 months of operations from March 20, 2020 to

September 5, 2020 2. Provision of PNA-Baguio City Care Packages to COVID 19 positive nurses 3. Typhoon Ulysses Donation Drive – also close to 6 months of operations from mid-September 2020 to

February 2021

In relation to local, regional and national PNA-sponsored activities where PNA-Baguio City is actively involved in, the following have been documented under 9b. These include the following:

9b.1. Constant coordinations with the other local chapters within the region 9b.2. Assistance to PNA-Mountain Province in relation to remittances of their PNA membership to National office 9b.3. Active involvement in Regional Council Zoom Meetings and in Organizing, Implementation and Evaluation of webinars 9b.4. Dissemination and active participation with PNA national sponsored activities
