FAI Commission on Airspace & Navigation Systems (CANS) IGC Representative: Ian Strachan Alternate IGC Representative: Bernald Smith Last week we gave presentations on CANS matters to the IGC Plenary in Lausanne

International Gliding Commission (IGC) Key point: Keep airspace as free as possible for Sport aircraft

International Gliding Commission (IGC) IGC position: Where restrictions apply, work to gain airspace access by 1. Use of low-cost avionics designed for Sport aircraft (not expensive avionics designed for airliners) to negotiate this we must have some people who: 2. Understand the technology

International Gliding Commission (IGC) SatNav systems Keep under review GPS, Galileo, GLONASS, Beidou/Compass Understand the technology Accuracy, area enhancements (SBAS, WAAS, EGNOS, see CANS Glossary) Use existing expertise within FAI Expertise of IGC ANDS & GFA Committees is available to all

International Gliding Commission (IGC) Radar Transponders (for instance Mode S - Selective) - avoid if possible - but recognise existence of Transponder Mandatory Zones (TMZ) - low cost Mode S versions if forced to use - Battery power allowed for

International Gliding Commission (IGC) Airspace Threats to Sport Aviation

International Gliding Commission (IGC) Airspace Threats to Sport Aviation for instance, proposed Frankfurt - Hahn area 128 x 80 N Miles base 1000 ft Revealed at 2-day London conference on future Air Traffic Management at Royal Aeronautical Society, attended by Ian Strachan Frankfurt Air Traffic Management to use Multilateration (MLAT)

International Gliding Commission (IGC) MLAT systems are scheduled for: Czech ATM area, North Sea (helicopters), Gulf of Mexico (helicopters), Frankfurt area and maybe other areas

International Gliding Commission (IGC)

Frankfurt - Hahn proposed Multilateration area 128 x 80 N Miles

International Gliding Commission (IGC) Traffic Alert Systems (collision avoidance) Radar Transponder-based system - TCAS (Traffic Alert & Collision Avoidance System) designed for one-on-one encounter as in Überlingen accident but not designed for groups of aircraft (gaggles of gliders, hang- para-gliders, microlights etc)

International Gliding Commission (IGC) Traffic Alert Systems GPS-based - ADS-B and Flarm Flight Alarm (Flarm) and similar now in extensive use Swiss Flarm - over 10,000 sold, IGC version available for recording Short range/low power - can use non-air frequency Other products - OzFlarm - DSX Traffic Avoid system Need for stable R/T protocol for position data (Italy paper to IGC 2008) Future compatibility with ADS-B Future long range Flarm-type system = ADS-B at low cost

International Gliding Commission (IGC) 1. Flarm-IGC (Switz) 2. LX8000 (Slovenia) 3. DSX T-advisor (panel version) (Switz) 4. LXN Mini-box (Slovenia) 5. DSX T-advisor (BB version) (Switz) 6. LXN Red Box (Slovenia)

International Gliding Commission (IGC) All competition gliders carry GPS This one carries 3 IGC GPS recorders 1. Front panel 2. Rear panel 3. Flarm-IGC

International Gliding Commission (IGC) IGC Summary 1. CANS is important area for IGC and FAI literally vital for some sport aviation activities 2. Utilise existing expertise in IGC and FAI 3. Vigilance needed to preserve airspace 4. Future avionics ADS-B in particular ( “son of Flarm” ) but designed for sport aircraft, not airliners. Battery power Need to work with ICAO & regulators for avionics suitable for sport aircraft
