The East Midlands local authority has re-advertised the architecture, multidisciplinary and environmental tranches of a larger framework which was first publicised in January 2021 but concluded without all of its 10 lots seeing teams appointed.
Estimated to be worth around £17.6 million in fees, the re-launched framework will run for two years with the option to extend for an additional two years. It is expected to cover a range of educational, housing, commercial, environmental, regeneration, cultural and planning projects with the local authority.
According to the brief: ‘The authority has previously gone out to market for professional services associated with property construction across the multiple service areas within the authority. However, the above lots were not awarded.

‘The authority wishes to ensure that its procurement opportunities are open to small and micro local enterprises and voluntary and community sector organisations as it appreciates the very important role they play in the local economy. Expressions of interest from these organisations are particularly welcomed.’
Leicester City Council provides services across the historic city which is home to around 348,000 people. The local authority is based inside the Grade II*-listed Leicester Town Hall and the nearby Art Deco-style Leicester City Hall which underwent a £11 million overhaul by Franklin Ellis Architects seven years ago.
In 2020 Bond Bryan, Levitt Bernstein, Sheppard Robson were all chosen for the University of Leicester’s new £17.5 million construction services framework. The teams selected for the maximum four-year agreement will have the opportunity to work with the university on a range of complex projects including laboratories, offices, and student accommodation.
Launched in January 2021 – the council’s original framework was divided into ten lots covering a range of disciplines including multidisciplinary services, project management, engineering, architecture and planning, and building conservation.
Teams appointed to the latest Leicester City Council framework will have the opportunity to work with the local authority to maintain a ‘high quality, efficient, effective, and sustainable’ portfolio of premises.

The council holds responsibility for around 3,500 buildings worth an estimated £1.4 billion including schools, art galleries and museums, transport hubs, public buildings, office buildings, leased premises and housing.
Applications for places on the framework will be evaluated 65 per cent on quality and 35 per cent on cost.
The deadline for applications is midday, 14 July.
