Wirral Borough Council is seeking a consultant team to draw up a design guide covering new development and public realm upgrades in the centre of Birkenhead [Deadline: 5 May 2021]

The team selected for the estimated £180,000 contract will devise a ‘distinctive place-making’ approach for the coastal settlement which is set to receive around 20,000 new high-density homes over the next two decades.

The study will shape residential, mixed-use and public realm design in the area and will work in tandem with the council’s emerging Birkenhead Regeneration Framework and local plan. Key ambitions for the district include the creation of a new Dock Branch Park connecting disused railway routes.

According to the brief: ‘We are looking for experienced, motivated and talented designers who want to be a part of a strategic team shaping the future of Birkenhead, potentially one of the most exciting towns in the UK, with a bright future ahead of it.

‘You will be central in helping to ensure that Birkenhead and its communities are well positioned to respond to the challenges of the climate emergency and ready to embrace a zero carbon future.  Sitting alongside Wirral Metropolitan Borough Council’s regeneration team, you will be responsible for shaping the quality of the built environment within Birkenhead, and form a key part of the biggest piece of spatial planning in Birkenhead since the 1940s.’

Located on the opposite side of the Mersey from Liverpool, the town of Birkenhead on the Wirral peninsula is a historically important centre of engineering innovation but has struggled with post-industrial decline over the past decades.

The area has been earmarked for a £4.3 billion residential and commercial-led regeneration lasting more than three decades. The first phase of the enormous Parkinson-masterplanned scheme – dubbed Wirral Waters – won planning permission in October 2019.

Bids will be evaluated 70 per cent on quality and 30 per cent on cost. The deadline for applications is 1pm, 5 May.
